The UNDP Democracy programme aims to improve the legislative, oversight and representation functions of the Parliament, provide a solid basis for the improvement of the electoral process and supporting, when necessary, an inclusive process of constitutional reform. To this end, the Programme is tailored to support the implementation of both the Central Electoral Commission’s Strategic Plan 2012-2015 (agreed in December 2011) and the Parliamentary Secretariat's Strategic Development Plan 2012-2014 (approved in April 2012). These plans represent a significant step forward for both institutions, setting out as they do clear targets and objectives for the coming years. After the approval of Secretariat's Strategic Development Plan (SDP), a new institutional structure for Secretariat was approved too. A new separate unit for strategic planning and internal auditing was created. The requirements for creating internal audit units are provided in the Law on Budget System and Budgetary Process 847-XIII of 24.05.1996 (republished in the Official Gazette of the Republic of Moldova, 2005, special edition). The Moldovan Parliament senior managers, staffers of the unit for Strategic Planning and Internal Auditing and of Budget and Finance Department need to be trained on internal auditing. Regular trainings on this matter will enable parliamentary staffers to be able to conduct internal quality audits, improve their knowledge and skills needed to go through all the steps required for an audit. Following a strategic planning process in 2010, Central Electoral Commission (CEC) has developed a plan to expand and reorganize its Apparatus. During the first quarter of the current year within the framework of the electoral component of the Programme, a Training Needs Assessment has been conducted. A comprehensive on-going training programme for each CEC staffer has been developed. The report stresses the need for continuous development of all staff, including that from Financial-Economic Division (including Auditing Service). In this context, the UNDP Democracy Programme is seeking to hire a national trainer who will design and deliver a custom tailored training program on internal auditing for Moldovan Parliament and Central Electoral Commission senior managers, staffers of the units for Strategic Planning and Internal Auditing, of Budget and Finance Department and the Financial-Economic Division of the CEC. The expected output for the trainer’s assignment is to provide three-day training on internal auditing to Moldovan Parliament and CEC senior managers and staffers. As a result of the training program, the senior managers of the Parliament Secretariat and CEC Financial – Economic Division will have improved skills and capacities in the field of internal auditing, needed to ensure that internal management policies and procedures and operations are efficiently functioning. Documents to be included
Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal explaining why they are the most suitable for the work; 2. Financial proposal in USD; 3. Personal CV including past experience in similar projects and at least 3 reference persons. Financial proposal
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (in one installment upon accomplishment of the task). Payment is based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, taxes, miscellaneous expenses and number of anticipated working days). All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. | |||||||||||||||||||
