Context:

 Under the overall supervision of the Chief of Mission to the Republic of Moldova and National Program Officer (Migration Management), the incumbent will be responsible and accountable as appropriate for supporting implementation of all relevant activities of the projects assigned to the Migration Management Unit, including participation in planning, organizing and monitoring of these activities as appropriate, to facilitate the achievement of IOM objectives, to promote activities and to contribute by means of knowledge, experience and abilities to the strengthening of IOM professional capacity.

 Core Functions / Responsibilities:

  1. Contributing to efficient management and deployment of project resources, including but not limiting to planning, preparing, organizing, implementing and reporting program activities;
  2. Carrying out project activities, as detailed by the Programme Officer and coordinate with other relevant ongoing and planned IOM Chisinau initiatives in compliance with the IOM and donor’s standard operating procedures, manuals, guidance notes, tools and methodologies;
  3. Maintaining regular working relations and communication on project issues with state migration related agencies and institutions, UN agencies, other international organizations as well as relevant local and international NGOs;
  4. Encourage full transparency, coordination, information sharing and cooperation among project partners, the international donor community, civil society, academia and media aiming at expansion of IOM collaboration with relevant governmental entities, partners and donors;
  5. Supporting the Mission’s work related to collaboration and coordination with the United Nations Country Team, and the production of relevant documentation;
  6. Conducting research and assessment work, particularly in view of programmatic and project-specific funding opportunities, preparing memorandums on related subjects, as well as presentations and regular project updates and reports on the project implementation to government, donor and other relevant stakeholders as required;
  7. Assisting with developing, drafting, and editing new project proposals and initiatives in the migration management area in Moldova, by inter alia collecting, organizing and analysing information in support to project development based on the IOM project manual, in line with identified needs, donor and governmental priorities and IOM's mandate, strategy and guiding instruments;
  8. Keeping and updating the database and coordinate negotiations and contracts for  local and international agencies and experts, either participating or assisting in the project, assisting them during and between the visits, preparing necessary documentation, materials, including necessary legal materials, notes for the file etc.;
  9. Setting up and maintaining the filing system related to specific project components;
  10. Participating in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to support proper coordination and presentation of IOM migration management activities;
  11. Undertaking possible duty travels relating to projects implementation as appropriate;
  12. Organizing and carrying out as appropriate seminars and workshops, networking visits, steering committees within the project framework and such other activities according to project and programmatic documents and of the meetings, preparing brief notes/notes for the file etc.;
  13. Designing and coordinating implementation of relevant public information, awareness raising and visibility aspects of the project, in coordination with the IOM and UN Media and Public Information Officer;
  14. Assisting in fulfilling internal procurement, and other administrative formalities in order to provide support to programmatic activities; 
  15. Assisting with developing of Memoranda of Understanding, contracts, expert ToRs, agreements and other related documentation;
  16. Coordinating and monitoring work of the contracted personnel involved in projects delivery and report any shortcomings to the supervisor;  
  17. Following, analysing and reporting any relevant developments in the area of migration management policy and practice and recommending appropriate actions aiming at increasing effectiveness of the project implementation;
  18. Supporting as appropriate Monitoring and Evaluation of the Migration Management projects implemented by IOM Moldova based on the IOM M&E tools;
  19. Providing informal translation of project materials and documents, as well as interpreting during different meetings as appropriate;
  20. Assume project coordination attributions in the absence of the Migration Management Project Coordinator as required;
  1. Perform other duties as may be assigned.

 Fluency in English, Romanian and Russian is required. French is an advantage.

 Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
