Overview:

UNICEF Moldova invites interested translation/interpretation services companies to submit their bids for Invitation to Bid (ITB) for translation and interpretation services as described in the Terms of Reference enclosed as Annex B to the ITB document attached.

UNICEF Moldova has been selected as the Lead Agency to organize and conduct the bidding process and enter into Long Term Arrangement (LTA) with one or several qualified providers of translation and interpretation services, on behalf of following Agencies, Programmes, Projects, Organisations, Entities, Commissions, Departments and Bodies of the United Nations System in Moldova (UNSM), but not limited to: FAO, ILO, IOM, OHCHR, UNHCR, UNFPA, UNAIDS, UNDP, UNICEF, UN Women, WHO. Any of the listed entities, as well as their projects and implementing partners, will be considered as contract party by the contracted company, and will be offered similar treatment and contractual conditions. 

The Long-Term Arrangement(s) will be signed for an initial period of one year with the option to be extended for two additional years, subject to a satisfactory performance evaluation.

How to apply: 

For this Invitation to Bit (ITB) Hardcopy bids (bids printed on paper in sealed envelopes) are accepted only.

Hardcopy Bids should be submitted in ENGLISH and must be received not later than 16:00 (EET) on 22 August 2018 in one copy, duly signed and dated. 

Bidders must ensure the bid arrives at the UNICEF office indicated no later than the closing time and date. NO LATE BIDS WILL BE ACCEPTED.

The bids will be opened in a public procedure on 22 August 2018, 16.10, in UNICEF Moldova Conference Room (UN House, 31 August 131 str, Chisinau).

The envelope must contain all the required annexes and documents, as follows:

- Duly filed, signed and stamped Bid Form, providing 120 days validity period

- Filled, signed and stamped Price offer attached as Annex C to this ITB  

 - Corporate Profile highlighting the company experience in providing B2B written translation services, especially on a continuous agreement basis.

- Qualifications certificates, awards, reference letters and job completion letters

- The proposed workflow for order processing and delivery, i.e. the company mechanism for receiving the orders, distribution of tasks, translation, dealing with non-standard orders/assignments, quality check, delivery of results, invoicing.

- Quality assurance mechanism and risk mitigation measures put in place

- List of the corporate customers for translation services in the past three years.

- Company registration certificate

- Company team assigned for the contract implementation:

#Name, CV and role/title of each team member

#Educational qualifications and professional experience, including working on similar arrangements

Q 1: Please can you provide any historical usage data / future anticipated usage (if know):

- No of words / pages translated

- No of meetings per year in which interpretation will be required

A 1: Since the translation service orders are placed by various beneficiaries, such as UN Agencies and other entities offices in Moldova, as well as their projects and partners, it is hard to estimate the statistics in the detail you have required.

However, we estimate the yearly volume of services ordered at about 45,000 USD. This is an indicative amount only, which can vary significantly, depending on the service needs.

 

Q 2: Please confirm if simultaneous interpreting equipment will be available (where simultaneous interpreting is required) and whether this will include a full booth or just tourguide / portable

A 2: The interpreting equipment will be contracted separately and provided by the Order Placer for each separate event, if required.

 

Q 3: If simultaneous interpreting equipment is not available, will you require a cost for this also?

A 3: The interpreting equipment will be contracted separately and provided by the Order Placer for each separate event, if required.

 

Q 4: Where will interpreters be required for meetings? In Chisinau only or in other parts of Moldova? Outside of Moldova also?

A 4: Interpreting services can be required mostly for Chisinau, while there can be events organized within Moldova as well. We do not envisage contracting interpreters for assignments outside Moldova.

Q. 1: Please clarify the following 2 conditions (the required documents). Can you please specify in which manner should this information be submitted?

  1. The proposed workflow for order processing and delivery, i.e. the company mechanism for receiving the orders, distribution of tasks, translation, dealing with non-standard orders/assignments, quality check, delivery of results, invoicing.
  2. Quality assurance mechanism and risk mitigation measures put in place.

A 1:  Please provide a narrative description of the service delivery process as it is set up in your company: how the orders are received and distributed, is there an order tracking/management process, the quality check and final delivery to customer. The same applies to the second question – please describe how your company ensures the services provided are of the required quality, is there any quality mechanism put in place, how do you ensure the services are delivered in time, especially in unforeseen situations and delays.
