Ref: public procurement procedure type PUBLIC CALL, published in UNDP Moldova Service Center Page, Tenders, RFP No.: RfP19/01885  of 11.03.2019, for the purpose of purchasing "

 Developing of the crowdsourced web-platform and mobile application eu.chisinau.md – 2 LOTs ".

 

Dear Madam,

 

As a result of the invitation to participate in the aforementioned auction, the Soft-Technica SRL team is interested in participating. So, we ask you to answer any questions to clarify the requirements:

 

  1. Requirements for the duration of performing the task.

The web-platform eu.chisinau.md should be launched within 50 working days since the moment the contract for website development service provision is signed.

 

Question: Does specified that web-platform eu.chisinau.md should be launched within 50 working days and mobile app during 20 working days.

Does this mean that the mobile application will be developed after the web platform is ready?

This would be logical, since the mobile application will connect to API’s web platform data.

Question: It is possible to expand the allocation development team?

For example, mobile app developing and web-platform developing needs two differend specialist allocation.

 

  1. Requirements for the training of the responsible person on the usage of the platform

The contractor should design a user guide for the webpage and provide training for the person responsible for the usage of the platform.

 

Question: How many people will receive training including responsible departments for requests?

Question: Support takes 2 years, it turns out the full payment of the project will be in 2 years?

Is it possible to divide the payment on deliverables? For example,

- 30% in the field of the first deliverable,

- the second part of the payment after the launch of the web platform,

- the third part of the payment after the development of the mobile application,

- and support to pay after each month according to the report of the work performed.

[Q1] Question: Does specified that web-platform eu.chisinau.md should be launched within 50 working days and mobile app during 20 working days.
         Does this mean that the mobile application will be developed after the web platform is ready?

[A1] Answer: Yes, the application is scheduled to be developed after the web platform is ready.

 

[Q2] Question: It is possible to expand the allocation development team?
         For example, mobile app developing and web-platform developing needs two different specialist allocation.

[A2] Answer: The applicant is free to decide the project team composition.

[Q3] Question: How many people will receive training including responsible departments for requests?
[A3] Answer: The number of people to receive training will be specified in consultation with the City Hall (Primaria) and it will include two groups: Total max 20 people.
        (1) the department users – City Hall staff that will use the platform to manage citizen reports in their departments
        (2) the administrators and moderators – Mayor and City Hall staff that will have access to the dashboard and will moderate the website content

[Q4] Question: Support takes 2 years, it turns out the full payment of the project will be in 2 years?
Is it possible to divide the payment on deliverables? For example:
   - 30% in the field of the first deliverable
   - the second part of the payment after the launch of the web platform
   - the third part of the payment after the development of the mobile application
   - and support to pay after each month according to the report of the work performed
[A4] Answer: Yes, the payment will be deliverable-based. As for the 2 years technical support it will be included in the payment, we can negotiate a monthly or yearly technical support arrangement.

[Q5] Question:  What is the reason for the division of rights to manage the map?
[A5] Answer: The reason for the division of rights to manage the map is to provide these rights to dedicated person. Such person should be responsible for the map visualization, managing the address duplications and manually introduced address numbers (in case the geolocation feature is off).

[Q6] Question: Is this page with different functional possibilities?
[A6] Answer: Yes, it is the only one page for adding report feedback (citizen-generated reports)

[A7] Answer: Yes, this page is with different functional possibilities. The page refers to the reports generated by the system based on the citizen reports. It will be used for public data visualization – a public dashboard with user reported issues where citizen can view what problems were reported and what problems were solved. Note the data visualization will be a more basic version of the administrator dashboard.
