Background

Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental), including the private sector, in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life.

UN Women’s presence in the Republic of Moldova has evolved from being a project-based office in 2007 to a Country Office with fully delegated authority as of 2015. The work of UN Women in Moldova is guided by its Country Strategic Note for 2018-2022, aligned with the Republic of Moldova–United Nations Partnership Framework for Sustainable Development 2018–2022, the Global Strategic Plan of UN Women for 2018-2021, the National Strategy on Gender Equality for 2017-2021 (NSGE) and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development.

UN Women Strategy for Moldova 2018-2022 focuses on three main areas: 1) strengthening women’s participation in politics and decision making, 2) economic empowerment of women, and 3) ending violence against women and girls. To achieve progress in these areas, UN Women works with a variety of national and international partners and as part of different national and regional initiatives.

Based on the European Commission Decision ENI/2018/041-302 regarding the Annual Action Programme 2018 in favour of the Republic of Moldova for Support for the Implementation of the EU-Moldova Association Agreement, it was proposed that United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) will implement the following the project Strengthened Gender Action in Cahul and Ungheni districts with the short title: “EVA”.

Scope of work

In order to develop a specialist service for victims of sexual violence in Ungheni region in line with the Istanbul Convention, essential services package for women and girls subject to violence, and the good practices from EU countries. UN Women seeks to contract a team of 4 national consultants that will provide expert advice on regulatory framework (social, legal, medical, and forensic aspects), on standards and procedures for accreditation of the specialist service for victims of sexual violence in Ungheni district.

Under the overall guidance and direct supervision of the EVA Programme Manager and in close collaboration with the EVA EVAW Officer and UN Women partners, the consultants will provide technical support in development of the normative framework for establishment of Specialized Service for Victims of Sexual Violence in Ungheni. More specific information on the tasks can be found in the ToR.

Requirements for experience

Specific requirements for the team leader:

Education:

1. Master’s degree in Law, Gender Studies, Human Rights, Psychology, and/or other social science related areas relevant for the assignment;
2. Additional trainings in one of the areas relevant for the assignment would be an asset.

Experience:    

3. At least three (3) years of experience in the field of general/specialized social services;
4. At least three (3) years of relevant legal, policy initiatives elaborated and/or reviewed
5. At least one (1) year of experience in development of social services;
6. At least one (1) year of proven experience in the field of gender-based violence and gender equality would be an asset;
7. Experience with development organizations, including donors and stakeholders would be an asset;
8. At least one (1) year of experience as a team/group leader/manager in undertaking similar assignments.

Language Requirements:

9. Fluency in written and oral Romanian. Working language of English is required.

 Specific requirements for 1 team member with legal background:

Education:

1. Master’s degree in law and/or other related areas relevant for this assignment;
2. Additional trainings in one of the areas relevant for the assignment would be an asset.

Experience:

3. At least three (3) years of experience in the field of law;
4. At least three (3) years of relevant legal, policy initiatives elaborated and/or reviewed;
5. At least one (1) year of proven experience in the field of human rights, gender-based violence and gender equality would be an asset;
6. Experience with development organizations, including donors and stakeholders would be an asset

Language Requirements:

7. Fluency in written and oral Romanian. Working knowledge of English is required.

Specific requirements for 1 team member with expertise in medicine:

Education:

1. Master’s degree in medicine or other related areas relevant for this assignment;
2. Additional trainings in one of the areas relevant for the assignment would be an asset.

Experience:

3. At least three (3) years of experience in the field of medicine.
4. At least three (3) years of relevant legal, policy initiatives elaborated and/or reviewed ;
5. At least one (1) year of proven experience in the field of gender-based violence and gender equality would be an asset;
6. Experience with development organizations, including donors and stakeholders would be an asset.

Language Requirements:

7. Fluency in written and oral Romanian. Working knowledge of English is required.

Specific requirements for 1 team member with expertise in forensics:

Education:

1. Master’s degree in in medicine, forensics and/or other related areas relevant for this assignment;
2. Additional trainings in one of the areas relevant for the assignment would be an asset.

Experience:

3. At least three (3) years of experience in the field of forensics;
4. At least three (3) years of relevant legal, policy initiatives elaborated and/or reviewed ;
5. At least one (1) year of proven experience in the field of gender-based violence and gender equality would be an asset;
6. Experience with development organizations, including donors and stakeholders would be an asset.

Language Requirements:

7. Fluency in written and oral Romanian. Working knowledge of English is required.

• Letter of Intent to include a brief overview on consultant previous experiences makes the candidate the most suitable candidate for the advertised position. It should reflect the above-mentioned required skills and experience.
• Financial proposal – specifying a total lump sum amount for the task specified in Terms of References. The Financial proposal shall include a breakdown of this lump sum amount (daily rate). Please see ANNEX I and ANNEX II to ToR.
