Background

The United Nations Development Programme (UNDP) is currently implementing the Strengthening Efficiency and Access to Justice in Moldova Project that requires the services of a National Consultant on strategic and advisory support related to implementation of the FCMS, under Vacancy no. 02928

The expected outcome of the assignment is to provide strategic and advisory support throughout the process of operationalization and implementation of the FCMS (Forensic Case Management System) as well as lead the changes associated with the implementation of the system.

Scope of work

UNDP A2J Project is seeking to hire a national consultant to provide the A2J Project team, Ministry of Justice (MoJ) as the system owner, the Legal Information Resources Agency subordinated to the Ministry of Justice (ARIJ) as the holder of the system and the A2J beneficiary institutions, future users of the system, with strategic and advisory support throughout the process of operationalisation and implementation of the FCMS as well as lead the changes associated with the implementation of the system. Additionally, the consultant is expected to contribute alongside the national UNDP IT consultant to the coordination of the stakeholders in the context of the implementation, piloting, testing, user training, acceptance, and validation of the FCMS information system, as well as address concerns and foster a positive attitude toward change.
