Overview:

The Swedish-funded One UN Joint Action Cross-river support for human rights is expected to contribute to the improvement of the human rights situation on both banks of the Nistru River by: 1) developing the capacities of vulnerable right-holders to exercise their human rights; 2) developing the capacities of duty-bearers to fulfil their human rights obligations; and by 3) enhancing the human rights culture in the Transnistrian region.

In line with these objectives and the HRBA, which envisages not only the empowerment of right-holders, but also the improved capacities of the duty-bearers to promote, respect and protect human rights, the Programme proposes to offer a training programme for the staff of the Bureau for Reintegration Policies (further – Bureau).These activities will focus on the HRBA principles related to the activity of the Bureau, as well as on improving the conflict-sensitiveness, consensus building and multiple stakeholders’ negotiations. This will allow the Bureau to better react and support the advocacy efforts of the Sustainable (Community) Development Platform (SCDP) on both banks of the Nistru. A better understanding of the human rights implications of the Bureau’s activities will help it in formulating the arguments and to make connections with the work done on the ground by the members of the SCDP, as well as to put them on the agenda of the working groups within the settlement process.

In order to overcome the existing deficiencies, the Programme is seeking one or more local company /NGO (hereinafter Contractor) to develop the methodology and the curricula of the training, combining both theoretical and practical sessions, including real case studies and simulation exercises, and, correspondingly, provide the training.  The objectives of the training and the indicative list of topics, to be covered during this exercise, are presented below.

Based on the assessed needs of the Bureau and following the preliminary discussions, it is envisaged that the trainings will be provided to a group of maximum 10 staff members of the Bureau. They will be divided in subgroups of 2-4 persons and will participate twice a week in online couching sessions, due to the COVID-19-related restrictions. Once a week the group will participate in a plenary online session with a practical exercise.
