Overview:

The United Nations Development Programme (UNDP), in collaboration with the E-Governance Agency (EGA) and in partnership with a range of development partners, through the Accelerating Digital Transformation Project in Moldova, hereby announces an Expression of Interest for selecting innovative digital ideas under Innovation Challenge Scheme 2 contest for innovation projects with impact on Sustainable Development Goals (SDGs) and Digital Transformation in Public and Private Sectors.

The project will focus on encouraging the private sector to have an active role in the Digital Transformation of Moldova.

 The main objectives and areas of support of the 2^nd Innovation Challenge Scheme are:

• Engage with private sector for testing and up-scaling of innovative products, services or solutions aligned to SDGs, aiming to support digitization in public and private sectors, and with measurable and positive impact on the inclusion of vulnerable people and overall wellbeing of people.
• Develop support solutions underpinned by ICT sector in the following prioritized areas:

Digital Mobile Signature/ Mobile Identity/MobiSign solution (detailed TOR attached);

Digital Wallet/MWallet solution (detailed TOR attached);

Personal Cabinet/Mcabinet solution (detailed TOR attached); 

This EoI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EoI without incurring any obligation to inform the affected applicant/s of the grounds.

Project Application Documentation

Application form and Project budget

The applicants should submit the Application form, Project budget and the CVs of the key persons involved. The application have to be submitted on pre-defined form (Annex B) filled out completely and sent via email to serghei.botezatu@undp.org  until the stated deadline. A template for the Project budget is provided as Annex C, which can be optionally used by the applicants. Companies should also present a standard cash-flow and investment plan with ROI calculations. There is no standard form for the CVs.

The application package shall be submitted electronically by November 17, 2021, 12:00 PM GMT+3 Moldova time, to the following e-mail address: serghei.botezatu@undp.org  titled in the message subject line as “Digital Transformation Innovative Challenge 2021, [name of the applicant]”. The application package received after the above deadline will not be considered.

The Application form should contain the detailed elaboration of the innovative concept, analysis of the existing market, model sustainability. The Project should be tackling cross-cutting constraints for innovation and proposing specific collaborative technical and conceptual innovative solutions to ICT challenges detailed in the ToRs.

The Project budget has to be submitted predicting all project expenses during implementation phase of 6 to 10 months, including both the award contribution as well as the Applicant’s matching funds.

 The Application form should encompass following:

• Clear evidence of so far achieved initial results or insights to be considered as collaborative innovative foundation for the Project.
• Justification of the potential of the proposed innovation, as detailed as possible.
• Justification that there is an existing market for the proposed collaborative innovation and that the strategy for the exploitation of the innovation is compliant with the actual market sector,
• Realistic plan of the Project activities so they can be implemented considering technological, financial, time and market constraints, possibilities, and opportunities.
• Assurance that the project includes all activities necessary for the innovation to be ready for commercial activities on potential markets or to be scaled up.
• Evidence that the team has relevant experience in the industry sector and necessary knowledge and skills to implement the planned activities in the development of the innovative product/process/service and successful preparation for commercialization or scale-up.
• Assessment of internal gaps in terms of resources, skills and knowledge needed to ensure full implementation of the project and its sustainability.
