Overview:

The United Nations Development Programme (UNDP), in collaboration with Monday.com and E-Governance Agency (EGA), through the Accelerating Digital Transformation Project in Moldova, hereby announces an Expression of Interest for selecting innovative digital ideas under Innovation Challenge Scheme 4 contest for the digitalization of public services, based on Digital Public Goods (open-source software, open data, open AI models, etc.), aimed at making a positive impact and supporting the wellbeing of all those that suddenly found themselves vulnerable, in response to the Ukrainian refugee crisis.

The main objectives and areas of support of the 4th Innovation Challenge Scheme are to surface, connect, build, and implement Digital Public Goods/ opensource solutions in a range of priority areas including but not limited to:

Data for crisis response and socioeconomic recovery: Solutions aimed at leveraging and/or making datasets available to the public, including related to high level security, mobility/movement data, electricity consumption data, etc. UNDP Moldova will leverage its existing data collaborative with key private and public sector partners, including Orange and European Space Agency for these efforts;
Information pollution: Solutions aimed at tackling information pollution online, including fact-checking tools, misinformation/disinformation tracking tools and content moderation and analysis solutions;
Essential service delivery in key areas including in health (such as psychosociological counselling), education, legal counselling, and labor market integration; solutions to be integrated into the UNDP’s and other agencies’ programmatic efforts at local and regional levels;
Human mobility and support to the Government at central and local levels in making sense of the mobility of people and goods.

This EoI does not entail any commitment on the part of UNDP, either financial or otherwise. UNDP reserve the right to accept or reject any or all EoI without incurring any obligation to inform the affected applicant/s of the grounds.

Project Application Documentation

Pre-application: Concept Note

In the pre-application stage, the applicants should submit only a filled out pre-defined form of Concept Note (Annex A), where the concept of innovation project is shortly and concisely described (including the idea and the potential market), the company and the development team shortly presented. In the pre-application stage, no other documents are needed.

Full Application and Project budget

Only those Applicants who are selected from the pre-application phase will be invited to submit the Full Application and Project budget (Annex B and C). Companies should also present a standard cash-flow and investment plan with ROI calculations.

The application package shall be submitted electronically by April 12, 2022, 16:00 PM GMT+2 Moldova time, to the following e-mail address: dorin.rojnevschi@undp.org titled in the message subject line as “Digital Transformation Innovative Challenge 2022, [name of the applicant]”. The application package received after the above deadline will not be considered.

The Application form should encompass following:

Clear evidence of so far achieved initial results or insights to be considered as collaborative innovative foundation for the Project;
Justification of the potential of the proposed innovation, as detailed as possible;
Justification that there is an existing market for the proposed collaborative innovation and that the strategy for the exploitation of the innovation is compliant with the actual market sector;
Realistic plan of the Project activities so they can be implemented considering technological, financial, time and market constraints, possibilities, and opportunities;
Assurance that the project includes all activities necessary for the innovation to be ready for commercial activities on potential markets or to be scaled up;.
Evidence that the team has relevant experience in the industry sector and necessary knowledge and skills to implement the planned activities in the development of the innovative product/process/service and successful preparation for commercialization or scale-up;
Assessment of internal gaps in terms of resources, skills and knowledge needed to ensure full implementation of the project and its sustainability.
