Overview:

EXTENDED: UNICEF Moldova invites interested companies to submit their proposals for Provision of Institutional Consultancy to support the Cost efficiency analysis at the local level in Republic of Moldova

 

Purpose of the institutional consultancy

The purpose of this consultancy is to support the social assistance reform conducted by the MLSP and the Government, and more particularly some of the targets pursued by the reform including the harmonization of the functioning and development of social services, the concretization of the definition and purpose of a minimum package of social services guaranteed by the State, and the improvement of social assistance financing mechanisms.

 

Objectives of the consultancy

The primary objectives of the cost efficiency analysis for the 14 centres under the ANAS are as follows:

a. Determine the cost efficiency of delivering the minimum package of social services in each of the 14 centres:

   i.Assess the financial resources allocated to the delivery of social services in each region and evaluate their cost-effectiveness.

   ii. Analyze the expenditure patterns and identify areas where cost optimization can be achieved without compromising service quality.

b. Identify areas of potential cost savings or optimization:

   i. Identify inefficiencies, redundancies, or duplications in the current social service delivery system.

   ii. Explore opportunities for streamlining processes, reducing administrative costs, and improving resource allocation.

   iii. Propose strategies to achieve cost savings while maintaining or enhancing the quality and accessibility of social services.

Through this process, the analysis will also assess the effectiveness of current service delivery models, by analyzing the extent to which the current service delivery models address the needs of the population in each district, and possibly identify gaps in service provision and areas where the current models can be enhanced to better meet the needs of the population.

Finally, the consultancy is expected to provide recommendations for improving the cost efficiency of social service delivery. Based on the analysis findings, the consultancy will propose concrete recommendations for enhancing coordination and collaboration among stakeholders to reduce costs and enhance service effectiveness.

 

Qualifications and experience

Institution/Company:

  • Research/ consultancy company specializing in public finance management, fiscal reform and public budget assessments with a strong human and/or child rights focus;
  • Minimum of 5 years of demonstrated experience in conducting economic and social research and analysis, and/or consulting;
  • Previous research/ consultancy in relevant child rights/ socio-economic research areas (copies of report summaries);
  • Demonstrated experience in Moldova/ or in the Eastern European region is a strong asset;
  • Previous work with UN agencies, other international organizations, is an asset.
  • For UNICEF supported Research, studies and evaluations the experts shall complete the UNICEF Introduction to Ethics in Evidence Generation (Basic) course, available on UNICEF Agora web-page. Completion certificates will be provided before contract commencement.

 

Lead expert:

  • Advanced university degree in Economics, Public Policy, Fiscal Reform, or any other relevant areas;
  • A solid knowledge of PFM instruments and proven experience (at least 8 years) with government social sector budget analysis, at national and decentralised levels;
  • Experience with collecting and working with complex financial data sets;
  • Good analytical and writing skills, and the ability to present the results in a simple language, making use of visual aids (maps, graphs and other visual tools);
  • Experience with the capacity building field and especially social policy.
  • Ability to facilitate training sessions with local authorities and maintaining confidentiality.
  • Excellent command of Romanian and English, both oral and written; knowledge of Russian is an asset;
  • Strong communication (oral and written) skills;
  • Previous work experience with Governmental Institutions or a UN agency will be considered a strong asset.

 

Specialized expert(s):

  • Advanced University Degree in social sciences, public finance or related field;
  • A minimum of 5 years of demonstrated experience in Advanced university degree in Economics, Public Policy, Fiscal Reform, or any other relevant areas;
  • A solid knowledge of PFM instruments and proven experience (at least 8 years) with government social sector budget analysis, at national and decentralised levels;
  • Experience with collecting and working with complex financial data sets;
    • Experience in working with the Government of Moldova and/or UNICEF or other UN Agencies will be an asset;
    • Familiarity with the child rights and social issues, including care system(s) in Moldova;
    • Demonstrated capacity to analyse legal and policy documents and formulate legal and policy recommendations;
    • Excellent command of Romanian, both oral and written;
    • Working knowledge of English is a minimum, good command of English is a strong asset, both oral and written.

  • Validity period of the proposal must be not less than 120 days.
