UNICEF Moldova invites interested companies to submit their proposals provision of Institutional Consultancy to develop and implement a campaign to raise awareness on gender-based violence and promote child protection services for refugees and host communities in Moldova
Purpose of the project
UNICEF in Moldova is seeking technical expertise from a Media company/ media NGO to develop and implement a campaign to raise awareness of violence against children (with focus on gender stereotypes and social norms) and demonstrate positive behaviours for children and youth from different backgrounds.
Objectives
Objective 1. Empower girls and boys with strengthened knowledge on different forms of violence, including gender-based violence, how to recognize and address it.
Objective 2. Increase awareness and demand for child protection services among refugees and local communities through art-based tools.
Objective 3. Encourage girls and boys to recognize and report any form of violence through the safe and confidential channel, Child Helpline.
The selected company, in close consultation with UNICEF Child Protection team will be responsible for provision of the following:
- Desk review of existing materials.
- Development of a concept note and a plan, including a timeline of activities.
- Organise the art-based activities for girls and boys from different backgrounds.
- Ensure event management logistics and implementation of activities.
- Design communication/media materials as per UNICEF branding rules.
- Work in close collaboration with UNICEF team.
- Submit final report of the campaign with lessons learnt and recommendations.
Deliverables
- Develop concept of the campaign, including the plan and key messages, in close collaboration with UNICEF.
- Develop a short video animation on GBV encouraging adolescents to ask for support in difficult situations. Provide detailed storyboards (concepts), develop a script and narration. Resize and adapt the videos for social media channels.
- Organize 2 courses of 8 lessons each, of thematic Comics (bande dessinée) workshops with children and adolescent girls and boys, including from Ukraine: 8-lessons' workshop for up to 12 children, 8-lessons for up to 12 adolescents. Develop and include the final products on a Landing Page. Ensure the logistics and the technical needs.
- Organization of 1 Self Portraits Visual Art workshop with a professional painter, which should be a recurring resource for working with girls and boys from different backgrounds. The project must include a combination of self-portraits and storytelling allowed for the strengthening of self-esteem and transformation capacity of affected migrant communities.
- Final report of the campaign.
Qualifications and experience
- Contractor must be an experienced Media company or Media NGO, with at least 4 years of presence on the market and relevant experience in Media, Public Communication and Social campaign implementation
- Previous positive experience with UNICEF or other UN agencies will be an asset.
- Contractor must guarantee full acceptance of the Contract General Terms and Conditions and timely delivery of products.
- Contractor must have the ability to be flexible enough to adjust to UNICEF’s needs and expectations.

- Please submit your proposal by sending 2 separate e-mails/envelopes: one e-mail containing your Technical offer and another e-mail with your Price/Financial offer.
- Request for Proposals for Services Form (pages 3-5 from the RFPS document) must be filled and signed and included in the Technical offer e-mail/envelope.
- All Technical/Price Offers files must be included in the email, no external links.
- Proposals must be clearly marked with the RFPS number: LRPS-2023-9183999 in the email title or on the envelope.
- Validity period of the proposal must be not less than 120 days.
