Overview:

UNICEF Moldova invites interested companies to submit their proposals for provision of Translation services under Long-Term Agreements (LTAs)

Purpose of the Long-Term Arrangements

UNICEF plans to enter into one or several Long-Term Agreements with qualified Contractors with relevant skills and experience which can provide professional translation services. The LTA(s) will establish standard procedures and costs for frequently ordered services to simplify and speed up the ordering process. The companies to be engaged in LTAs through a competitive process shall provide services along the LTAs duration on a fixed price basis.

The LTAs signed will be made available to other UN Agencies offices in Moldova, as well as their projects and implementing partners, which will be considered as contract party by the Contractor(s) and will be offered similar treatment and contractual conditions.

The LTAs will be valid for an initial period of two years with the option to be extended for three additional years, subject to a satisfactory performance evaluation and maintenance of competitive prices.

Details of how the work should be delivered

The LTA(s) will be signed for the provision of the following translation services:

A. Consecutive interpretation off-line and on-line (zoom):

• English-Romanian and vice-versa
• English – Russian, and vice-versa

 B. Simultaneous interpretation off-line and on-line (zoom):

• English-Romanian and vice-versa
• English – Russian, and vice-versa

 C. Whispered simultaneous interpretation (chuchotage):

• English-Romanian and vice-versa
• English – Russian, and vice-versa

D. Extra hours fee, applied when the translations services are provided outside standard working hours 8:00-18:00 and when the total service time exceeds 8 hours

E. High-level/individually requested translators (on-line and off-line)

F. Written translation, including basic spellchecking and proofreading: 

• English-Romanian and vice-versa
• English – Russian, and vice-versa
• Romanian – Russian, and vice-versa

G. Desktop publishing services, applicable for some written translations

H. Translation and Interpreting Equipment Rental for off-line events and hybrid events

I. Creation and sharing of Zoom link for online/hybrid events

Qualification and experience of the Contractor

• At least 3 years of experience of providing written translation and oral interpretation services;
• Minimum 2 professional translators for each of the EN, RO, RU languages included in the offer for each translation type (oral and written);
• Previous work experience with UN Agencies or on similar corporate agreement will be an asset
• Proven experience of translation into/from English, Romanian, Russian of scientific texts in social sciences, public administration, health, education, management, economics and related fields;
• Ability to take orders upon short notice;
• Ability to deliver within the agreed strict deadlines;
• Ability to promptly sub-contract resources/translators to ensure the services are delivered on time and of the required quality
• Sound quality control and assurance mechanism.

Structure of the Proposal

The submission, consisting of Technical and Financial Proposals, must be completed, signed and returned to UNICEF Moldova as proposed in Request for Proposals for Services (RFPS). Technical and Financial proposals must be submitted in separate emails or sealed envelopes clearly marked with the name of the Proposer and reference to RFPS number.

Technical Proposal should include, but not be limited to the following information:

• Duly signed and stamped REQUEST FOR PROPOSAL FOR SERVICES FORM
• Corporate Profile highlighting the company experience in providing B2B written translation services, especially on a continuous agreement basis
• Qualifications certificates, awards, reference letters and job completion letters
• List of the corporate customers/ similar contracts for translation services in the past three years
• Company registration certificate
• The proposed workflow for order processing and delivery, i.e. the company mechanism for receiving the orders, distribution of tasks, translation, dealing with non-standard orders/assignments, quality check, delivery of results, invoicing
• CV of all personnel assigned for the contract implementation, including role/title, educational qualifications and professional experience
• Quality assurance mechanism and risk mitigation measures put in place
• UNGM registration number

Financial proposal must be presented in MDL, without VAT or other taxes.

Bids submitted in other currencies will be converted for evaluation purposes in MDL using UNORE (United Nations Operational Rate of Exchange) applicable on the date of the solicitation deadline. Proposers shall fill and sign the provided Price offer template. Additional discounts, tiered pricing and other pricing variations are to be detailed in the financial proposal.

Submission instructions

• Bid Submission Deadline: 7 August 2023, 11:00 (EEST time).
• A bid conference will be held on 2 August 2023, 11:00 (EEST time) at UN House Conference Room, address: 131, 31 August 1989 street, Chisinau, Rep Moldova.
• Bid clarifications. Proposers are required to submit any questions in respect of this RFPS by e-mail to Cristina Dorogan at cdorogan@unicef.org. The deadline for receipt of any questions is 3 August 2023, 17:00 (EEST time).
• The official address for e-mail submission is: chisinautenders@unicef.org, no other UNICEF e-mails must be cc-ed.
• Proposals should be submitted in English, in 2 separate e-mails: Technical Proposaland Request for Proposal for Services Form (pages 3-5 of the LRPS-2023-9184076) in one e-mail and another separate e-mail for the Price Proposal.
• Please note, by answering YES to the Declaration statements included in the Request for Proposal for Services Formit means you didn't participate in the listed actions, by answering NO it means you did participate in the listed actions.
• All Technical/Financial Proposals files must be included in the e-mail, no external links.
• E-mail subject should contain the number of the Request for proposals LRPS-2023-9184076.
• Validity period of the proposal must be not less than 120 days.
• Joint venture/consortium/subcontractor arrangements are addressed in the Technical Proposal.
