Overview:

UNICEF Moldova Country Office invites interested companies to submit their bids for:

Warm clothes and accesories kits for children, as as per detailed description provided in Annex B to the ITB Document. 

Bidders are invited to submit their proposals by email at chisinautenders@unicef.org, with ITB number LITB-2026-9202592 in the email subject line.

Application deadline: 04.03.2026, 23:59 (EET).

 

Instructions to Bidders 

  1. Offer Evaluation & Scope:

1.1 Priority will be given to vendors offering compliant and complete bids, including all required documents and samples, with the shortest possible lead time.

1.2 Partial offers are NOT accepted.

  1. Product Specifications & Quality:

2.1 Bidders must include all quality, compliance, and safety certificates for the offered products.

2.2 Quotations must include product brand names, detailed descriptions, packaging details, and product pictures.

 2.3 Samples Requirement: SAMPLES ARE REQUIRED FOR ALL ITEMS OFFERED. Samples must be delivered to the UN House reception before the solicitation deadline, securely packed and marked with the supplier name, contact details, and ITB number. Include one full set for any age group. Samples will be returned to all bidders. 

  1. Submission Requirements: Bids must include the Signed Bid and Declaration Form (pages 3-5) and the Price Proposal Form (Annex B).

3.1 Bids shall be submitted by companies duly authorized to sell and distribute the products, holding all necessary licenses and permits.

3.2 Bid Validity: Bids must be valid for at least one hundred and twenty (120) days after the Submission Deadline.

3.3 Pricing & Payment: Prices must be quoted excluding VAT.

  1. No advance payment requests will be accepted. Payments will be processed in full within 30 days after final delivery and acceptance.

  

Special Terms and Conditions 

  1. Delivery Term (Incoterms 2020): The goods shall be supplied FCA Supplier's Local Warehouse in Moldova (mandatory qualifying condition). The Supplier is responsible for the secure loading of kitted goods onto the Buyer-authorized vehicle.

Kitting & Branding Requirements: * The Supplier shall complete the assembly and kitting of all items at their premises.

  1. Each kit must be packaged individually in a separate marked box. A branded carry bag (provided by UNICEF) must be inserted into each box.
  2. Boxes must be clearly labeled according to age group and slipper size, using a visible sticker printed and applied by the Supplier.
  3. Staging & "Green Light" Procedure: Upon completion of kitting, the Supplier shall issue a detailed Packing List and Proforma Invoice. The Supplier must await the Buyer's written "Green Light" before dispatching the goods.
  4. Delivery Timeline & Free Storage: The total deadline for fulfilling the request (kitting and readiness) is 28 days from contract signature.
  5. To accommodate the processing of administrative authorizations, the Supplier shall provide up to 15 calendar days of free storage from the date of the "Green Light" request at no additional cost.
  6. Technical Handover Escort: The Supplier shall designate a technical representative to accompany the shipment from the loading point to the final destination warehouse. The representative’s role is to facilitate the technical handover and verify the integrity of the kits upon arrival.
  7. Inspection and Final Acceptance: Notwithstanding the FCA Incoterm, "Final Acceptance" for payment purposes shall only occur upon the successful delivery and physical inspection of the goods at the final destination.
  8. Transfer of Risk vs. Performance: While the risk of physical loss or damage transfers to UNICEF at the FCA point (loading), the Supplier's contractual obligation is only fulfilled once a clean Receiving and Inspection Report (RIR) is signed by the End-User at the final destination.
  9. Documentation Compliance: The Supplier must ensure all shipping documents strictly match the technical specifications and kitting lists. Any delays or costs arising from documentation discrepancies shall be borne by the Supplier.
