Background

The goal of EU4Climate Project is to contribute to climate change mitigation & adaptation and the development towards a low-emissions and climate-resilient economy in line with the Paris Agreement2 in Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine. 

To realize this project goal, the following results should be achieved:  

Result 1:  Finalized or up-dated nationally determined contributions communicated to the UNFCCC; 

Result 2:  Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments;    

Result 3:  Established or strengthened MRV systems, with countries getting on track with Paris Agreement transparency requirements; 

Result 4:  Advanced alignment with EU climate acquis as provided by bilateral agreements with EU and in the context of Energy Community Treaty on climate matters that are not covered by the EU4Energy programme;  

Result 5:  Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners; 

Result 6: Increased mobilization of climate finance;  

Result 7: Enhanced adaptation planning.   

Scope of work

The objective of the assignment is to ensure the coherence of the national climate and energy policy framework developed in the frame of Republic of Moldova’s commitments under UNFCCC and Energy Community Treaty, by considering the GHG emission reduction targets established in the Moldova’s updated NDC. 

 

The UNDP Moldova and the Ministry of Agriculture, Regional Development and Environmental requires the services of the national consultant to complete the following tasks (list not exhaustive):

 

  1. facilitate inter-institutional dialog between MARDE and MEI in the processes of updating LEDS 2030 and NECP development;
  2. assist representative of MARDE during the participation within the Inter-institutional Working Group meetings, as well as during the meetings with international organizations (e.g. Energy Community, European Commission, other) in order to ensure the prioritization of the GHG emission reduction targets set in the updated NDC;
  3. interlink the activities of the teams assigned with LEDS 2030 updating and NECP development and ensure their coherence by organizing common meetings, facilitate the discussions, drawing and tracking conclusions, etc ;
  4. provide practical recommendations for liaison and alignment of the GHG emission reduction targets established for the energy sector in updated NDC/LEDS2030 and NECP;
  5. conduct consultations of the recommendations with stakeholders in order to identify the optimal solution for alignment of GHG emission reduction targets acceptable by both Ministries.

Requirements for experience

  • At least 5 years of experience in climate  change and/or energy sectors; 
  • At least 3 years of working experience in the institutional consultancy on energy and/or climate change related issues;
  • Experience of work within UNDP, UNEP, WB and/or EU-funded project or other international organization would be an asset.

  1. Proposal, explaining why he/she is most suitable for the work, including past experience in similar assignments, providing a brief information on above qualifications and methodology on how he/she will approach and conduct the work (if applicable). 
  2. OFFEROR’S LETTER TO UNDP CONFIRMING INTEREST AND AVAILABILITY FOR THE INDIVIDUAL CONTRACTOR (IC) ASSIGNMENT
  3. CV and/or the duly filled in and signed Personal History Form (P11), and at least three names for a reference check. 

Financial proposal

The financial proposal, to be submitted in USD, should specify a fee per day and the total requested amount, including all related costs (e.g. fees, per diems, travel costs, etc.). Payment will be provided in one tranche, after the completion of all planned activities and certification by the EU4Climate Project’s National Coordinator that the services have been satisfactorily performed, i.e. in July 2021.
