Background

The goal of EU4Climate Project is to contribute to climate change mitigation & adaptation and the development towards a low-emissions and climate-resilient economy in line with the Paris Agreement2 in Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine. 

To realize this project goal, the following results should be achieved:  

Result 1:  Finalized or up-dated nationally determined contributions communicated to the UNFCCC; 

Result 2:  Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments;    

Result 3:  Established or strengthened MRV systems, with countries getting on track with Paris Agreement transparency requirements; 

Result 4:  Advanced alignment with EU climate acquis as provided by bilateral agreements with EU and in the context of Energy Community Treaty on climate matters that are not covered by the EU4Energy programme;  

Result 5:  Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners; 

Result 6: Increased mobilization of climate finance;  

Result 7: Enhanced adaptation planning.   

Reporting of GHG emissions’ instruments are regulated by the Governmental Decision No. 1277 as of 26.12.2018 on the Establishment and Functioning of the National System for Monitoring and Reporting Greenhouse Gas Emissions and other Information Relevant to Climate Change[1], which transposed into the national legislation theRegulation (EU) No 525/2013 of the European Parliament and of the Council of 21 May 2013 on a mechanism for monitoring and reporting greenhouse gas emissions and for reporting other information at national and Union level relevant to climate change. The reporting instruments are following: National GHG Inventory, BUR, and National Communications. With the support of the EU4Climate project the GH#1277/2013 is reviewed as per the requirements of the Enhanced Transparency Framework of the Paris Agreement, specifically focusing on following the modalities, procedures and guidelines of the Article 13 of the Paris Agreement.

Scope of work

The objectives of the assignment are:

  • To provide support to the hired international consultant to conduct a review and analysis of the national policies, legal and regulatory framework in the energy sector in order to make recommendations for the incorporation of climate change considerations into the respective sector planning processes.
  • To contribute to the development of the guidance document on consolidation of climate and energy planning processes.

 

The UNDP Moldova and the Ministry of Environment requires the services of the national consultant to complete the following tasks (list not exhaustive):

For Objective 1:

  • to provide support to the hired international consultant to conduct a desk review of relevant international, regional and national sources of information on past, current, and projected climate context, in order to create draft climate risk profile of energy sector in the Republic of Moldova;
  • to provide support to the hired international consultant to organize the consultations with relevant sectoral governmental agencies in order to determine established or ongoing development energy related programmes, strategies and plans to be mainstreamed, and to undertake a comprehensive review of the identified development policies, strategies and programs, or management plans in the energy sector relevant to climate mitigation;
  • to provide support to the hired international consultant to screen the energy sector’ development policies, strategies, programs and plans to ascertain their alignment with local, national and international priorities for climate change mainstreaming, including the stipulations of regional and international frameworks and institutions;
  • to organize one day consultation session with all relevant stakeholders to review the first draft of the detailed report, developed by the international consultant, showing recommendations for mainstreaming climate change into the relevant energy sector related documents in order to validate/verify the findings, conclusions and recommendations.

For objective 2:

  • to provide support for designing the guidance document on consolidation of climate and energy planning processes by developing the energy related part;
  • to consult the guidance document with the stakeholders.

Requirements for experience

  • At least 5 years of professional in the field of energy and/or climate change;
  • At least 3 years of working experience in the institutional consultancy on energy and/or climate change related issues;
  • Experience in similar positions in UNDP, UNEP, WB and/or EU-funded project or other international organization would be an asset. 

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:  

  1. Proposal, explaining why he/she is most suitable for the work, including past experience in similar assignments, providing a brief information on above qualifications and methodology on how he/she will approach and conduct the work (if applicable). 
  2. OFFEROR’S LETTER TO UNDP CONFIRMING INTEREST AND AVAILABILITY FOR THE INDIVIDUAL CONTRACTOR (IC) ASSIGNMENT
  3. CV and/or the duly filled in and signed Personal History Form (P11), and at least three names for a reference check. 

Financial proposal

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

 

Travel

 

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
