Background

The UN Human Rights Office (Office of the UN High Commissioner for Human Rights – OHCHR) represents the world's commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights.

The OHCHR field presence in Moldova, led by the Human Rights Adviser, assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approach, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request. Thematic priorities for the work of the Office are: (i) Strengthening rule of law and accountability for human rights violations; (ii) Enhancing equality and countering discrimination; (iii) Integrating human rights in sustainable development; (iv) Enhancing civic space and people’s participation.

Scope of work

The overall objective of this assignment is to provide logistic and administrative support to implementation of activities as per the following projects:

  1. “Paradigm Shift to Disability Inclusive Services, Accountability and Governance in Moldova” (2022 - 2023), funded by the UN Partnership on the Rights of Persons with Disabilities (UNPRPD).  The project will address three major barriers to inclusion of persons with disabilities in Moldova: (i) predominant medical approach to disability assessment and determination, (ii) limited accountability and governance mechanisms for CRPD implementation and (iii) limited mainstreaming of rights of persons with disabilities in the national programmes, development programmes, budgets and monitoring processes.
  2. “Building capacities of the National Human Rights Council and the Permanent Human Rights Secretariat of the Republic of Moldova for an inclusive Governmental planning, monitoring and reporting on the implementation of the UPR, treaty bodies and special procedures recommendations”, implemented through OHCHR Voluntary Fund for Financial and Technical Assistance in the Implementation of the Universal Periodic Review (UPR VF).

More specifically, the assignment will require the completion of the following tasks:

  1. Provide assistance and support in organization of at least 10 public events (online and hybrid workshops, trainings, roundtables and working group meetings) in the framework of OHCHR activities, including preparing invitations and performing follow-up to invitations as well as all administrative and logistics aspects related to the events;
  2. Provide assistance and support in preparation of the grants case files for consideration by the OHCHR Grant Committee;
  3. Assist in selection and recruitment processes of at least 5 national consultants under IC modality;
  4. Coordinate archiving of procurement and other operations files related to the projects implementation;
  5. Arrange external and internal meetings (at least 26 events). Participate in discussions and meetings related to the projects activities; take notes and prepare minutes of various meetings, workshops and working groups meetings;
  6. Provide support to OHCHR including project implementation team, national counterparts, experts, NGO representatives, national and international consultants as concerns communication, contracts, agenda, visas, hotel reservations, etc;
  7. Register incoming OHCHR correspondence and support internal circulation of documents, related to the projects’ activities.  

Requirements for experience

I. Academic Qualifications:

  • University Degree in economics, finance, accounting, law, public administration or other related field; A combination of relevant academic qualifications/ high school diploma or equivalent and relevant administrative experience may be accepted in lieu of a University degree.

II. Experience and skills:

  • At least 5 years of professional experience in administrative work, accounting/finance, economics, or other substantive area is required;
  • Previous experience in development assistance or related work for a donor organization, consulting company, or NGO is a very strong advantage;
  • Demonstrated interpersonal skills, as well as ability to communicate effectively and build meaningful partnerships with all stakeholders;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
  • Demonstrated multi-tasking and self-management skills;
  • Demonstrated commitment to UN’s and OHCHR’s mission, vision and values;

III. Language requirements:

  • Fluency in both oral and written English and Romanian is a must. Working knowledge of Russian is required.
  • Knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gaguzian, Ukrainian, Romani or sign language is an asset.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  1. Proposal:
  • Explaining why they are the most suitable for the work;
  1. Financial proposal (fee per day and total amount);
  2. Personal CV including past experience in similar assignments and the contact details of at least 3 reference persons;
  3. Offeror's Letter confirming Interest and Availability.

Financial proposal

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are made in installments and are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, taxes, mobile phone calls, etc.). 

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
