Background

The objective of the project is to build inclusive, sustainable, and resilient communities and create an enabling environment for women’s economic, social and educational empowerment. The project’s objective will be achieved through four outcomes:

  1. Sustainable, climate resilient and environmentally-sound livelihoods defined and local capacities & knowledge on environment, climate change and gender enhanced and implemented successfully;
  2. NGOs capacities to provide expertise to LPAs and women in the field of resilience to climate change, sustainable development and gender mainstreaming;
  3. Environment-friendly and climate resilient practices and projects implemented by women headed households, women agri-producers and communities;
  4. Sustainable and climate resilient practices and business models disseminated and replicated.

The overarching strategy of the project is to build sustainable and inclusive resilient communities through empowering women to practice alternative livelihoods in the context of increased environmental degradation and vulnerabilities to extreme weather patterns. By shifting the focus from vulnerability to empowerment, adaptation responses have the potential to transform into gender equality opportunities. Such an approach would overturn gender stereotypes, compounded by social and cultural norms, and will empower women to become agents of change.

Overall, the project is carried out in 4 target districts (Nisporeni, Calarasi, Basarabeasca, Leova), the Autonomous Territorial Unit (ATU) Gagauzia, the Security Zone and Transnistria region.

Scope of work

The overall objective of this assignment for the National Consultant (hereinafter Consultant) is to: provide hydro-construction engineering assistance for community development projects during the entire cycle of the implementation of the projects co-financed by UNDP/Sweden project.

More specifically, the Consultant will carry-out the following tasks:

  1. Ensure methodological assistance to target communities in preparation/endorsement of hydrotechnical documentation for civic works.
  2. Support target communities to properly organize the construction/equipment procurement tenders.
  3. Monitor the quality and timeframe of the project implementation.

Final quality assurance of received works/services.  

Requirements for experience

Academic Qualifications:

  • Master’s degree in hydrotechnical engineering, hydrotechnical constructions, architecture / construction or other relevant fields;
  • Specialized certificates on areas relevant to the assignment would constitute an advantage.

 Experience:

  • At least 7 (seven) years of professional experience in hydrotechnical constructions/engineering or other relevant fields;
  • At least 5 (five) years of work within the specific of local development context;
  • Proven knowledge of water supply systems and/or wastewater treatment, local construction norms and standards, building laws;
  • Experience working in/with companies/NGOs/public bodies from ATU Gagauzia and/or Transnistria Region` will be considered a strong advantage
  • Previous experience in development assistance or related work for a donor organization, development partners, UN Agencies would be an asset;

 Competencies:

  • A strong client-service orientation;
  • High level of responsibility and organization capacities;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Power Point) and construction engineering software;
  • Sensitivity and respect for sustainable development, human rights and gender equality;
  • Ability to deal with people with tact and diplomacy;
  • Ability to achieve results and deadlines in a timely manner, maintaining a high standard throughout;

 Language requirements:

  • Proficiency in Romanian and Russian. Knowledge of English will be an asset.

Documents to be included

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Offeror’s Letter confirming interest and availability for the Individual Contractor assignment;
  • Duly updated CV with at least 3 references;
  • Financial proposal (specifying the requested amount lump sum, including all related costs - quoted in separate line items).

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. 

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, taxes, travel costs, accommodation costs, communication, and number of anticipated working days).  

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
