Overview:

UNICEF Moldova invites qualified local companies to submit their proposals for provision of Construction services for Reconstruction of Cahul Barnahus (integrated Centre for child victims/ witnesses of crimes) situated in Cahul, Moldova.

UNICEF Moldova is supporting the Ministry of Labor and Social Protection (MLSP) in setting up integrated services for child victims and witnesses of crimes (Barnahus services).

To that aim, UNICEF Moldova will reconstruct climate-resilient, energy-efficient, and environment-friendly Barnahus in Cahul, as detailed in a Scope of the Work below.

Annually this project is expected to benefit 200 children who are victims and witnesses of crimes with adequate services and necessary support.

This RFP aims to select a qualified construction company for procuring construction services required by ToR and attached BoQs. Full design documents package available on request at rbradescu@unicef.org.

The project aims to reconstruct the building for the Barnahus-type service in Cahul, creating access for the most vulnerable children to specialized child-friendly and gender-sensitive services under one roof.

Nature of works and location: This Project includes reconstruction with an overstory of the headquarters of the future South Regional Center for integrated assistance to child victims/witnesses of crimes (Barnahus), situated in Cahul, Prospectul Republicii 24/G str.

Organization of project into phases: This is a one-off project that includes the reconstruction of an existing building for the Barnahus-type service and should be implemented in a single phase. This includes a single contract encompassing demolition, reconstruction with an added floor, interior renovation, and installation of equipment and furniture. Upon completion, the building should be fully functional and ready to accommodate beneficiaries.

Management of lots: The Potential Bidder is eligible to submit a bid only for the full package of the works mentioned below. No division in lots is foreseen. In any case, UNICEF reserves the right to distribute the work compartments to one or more Contractors based on their technical and financial performance or to cancel certain works based on the available budget. The final decision will be made in line with the Contract distribution option that best serves UNICEF's interests, adhering to the best value for money principle.

A pre-bid conference will be organized on 02 October 2024 at UNICEF office located at 131, ‘31 August 1989’ street, Chisinau, Moldova, UN House. Registration link is available here: https://forms.office.com/e/eeneNJdRnL

A site visit will be organized on 04 October 2024. Interested bidders will arrange their own travels to the site location (Cahul, Prospectul Republicii 24/G). The meeting will start at 12:00. Submission instructions:

• Bid submission deadline is 14 OCTOBER 2024, 23:59 Hrs. (EEST time/Moldova time). Late bids will be rejected.
• Proposals are accepted by e-mail only, in 2 separate e-mails: one e-mail with the Technical Proposal and another e-mail with the Financial Proposal. No price information should be contained in the Technical Proposal.
• The official tender e-mail address for proposals submission is chisinautenders@unicef.org. No other UNICEF e-mails must be cc-ed.
• Please submit any assignment-related question to rbradescu@unicef.org no later than 10 October 2024, 17:00 (EEST).
• Request for Proposals for Services Form filled and duly signed and included in the Technical Proposal e-mail.
• All Technical/Price Proposals files shall be included in the email, no external links. If the size of the files is too big, the Proposal can be sent in several e-mails appropriately named: “LRPS-2024-9192842 Company Name, Technical Offer 1”, “LRPS-2024-9192842, Company Name, Technical Offer 2”, etc.
• Proposal must include all the annexes required, as attached to the Terms of Reference.
• Proposals must be clearly marked with the RFPS number: LRPS-2024-9192842 in the e-mail title.
• Validity period of the proposal- not less than 120 days.
