Overview:

The United Nations Development Programme (UNDP), within the framework of the project “Promoting agricultural development and quality employment for the most vulnerable”, funded by the European Union and implemented in cooperation with the Ministry of Agriculture and Food Industry (MAIA) and the Agency for Intervention and Payments in Agriculture (AIPA), is launching a call for Expression of Interest (EoI) for the provision of grant support to agricultural producer associations and local non-governmental organizations under the Farmer Register Outreach Grant Programme.

The objective of the call is to contribute to the inclusive operationalization of the digital National Farmers Register (dNFR) through outreach, advisory, and technical assistance activities implemented across the Republic of Moldova. The initiative aims to facilitate farmer registration in the dNFR, increase awareness and understanding of the registration process and related obligations, promote self-registration and digital inclusion, and improve access to digitally enabled agricultural services, particularly for smallholders, women farmers, rural youth, and vulnerable groups.

The call targets agricultural producers' associations, agricultural chambers, Local Action Groups (LAGs/GALs), and local non-governmental, non-profit organizations registered in the Republic of Moldova, with a minimum of two (2) years of continuous activity and a demonstrated record of experience in areas relevant to the assignment, including agricultural support and development, rural development, advisory services, community mobilization, outreach activities, or digital/administrative support.

The grant programme is expected to support six (6) beneficiaries. Applications shall include an implementation period of 8 months, followed by a 3-month reporting and administrative closure period, for a total duration of 11 months (November 2026 – September 2027), starting upon the award of the Grant Agreement.

An informational webinar will be organized on 2 September 2026 to familiarize potential applicants with the programme concept, application requirements, eligibility and evaluation criteria, as well as implementation modalities. Interested organizations are invited to confirm their participation in the webinar by sending an email to serghei.ghetiu@undp.org no later than one day before the webinar date. The Microsoft Teams meeting link will be shared with registered participants via a reply email.

The completed application package must be submitted electronically to serghei.ghetiu@undp.org no later than 14 September 2026, 18:00 (Chișinău time). Applications in Romanian and Russian will be accepted.

Applicants must submit the following set of documents:

  1. Application Form (Annex 1);
  2. Project Budget Form covering cost estimates for the entire implementation period (Annex 2), with funding sources specified for each budget line;
  3. Organization Profile and description of previous relevant activities/projects (maximum 5 pages);
  4. CVs of Key Team Members (at least 3 staff members, consultants and/or volunteers);
  5. Copy of the Organization’s Registration Certificate and Statute;
  6. Signed Applicant’s Declaration confirming compliance with applicable legislation and UNDP requirements, as well as the absence of any conflict of interest;
  7. Work Plan outlining the proposed activities for the 11-month implementation period.

Selected organizations will receive support in the form of Low-Value Grants of up to USD 15,000 per beneficiary/project proposal, for the implementation of outreach, advisory, awareness-raising, and technical assistance activities that facilitate farmers' registration in the dNFR. Eligible activities include, among others, information sessions and community outreach events, field visits and mobile outreach in rural communities, advisory and practical support for farmer registration, support for self-registration and digital literacy, and the establishment of temporary outreach support points or help desks.
